Hi!
I’m Glenrey. I am currently in my third and final year of the Master of Engineering Project Management program at the University of Auckland, where my research focuses on procurement methodologies, risk distribution, and benefits management in infrastructure delivery. I am particularly interested in how relational procurement approaches—such as collaborative contracting and early contractor involvement—can optimise risk allocation, reduce disputes, and maximise long-term benefits and value creation for communities through better project outcomes.
Professionally, I work as a Project Manager at Hastings District Council, where I lead and manage 3 Waters projects from inception to completion. My role involves steering multidisciplinary teams, engaging stakeholders, and ensuring that projects are delivered on time, within budget, and with measurable benefits that align with community needs and council priorities. With over 17 years of proven experience delivering large-scale vertical and horizontal infrastructure projects across New Zealand, the Philippines, and Saudi Arabia, I have developed strong expertise in project governance, risk management, contract administration, benefits realisation, and quality assurance.
I am a certified Project Management Professional (PMP), Risk Management Professional (PMI-RMP), and an ASEAN Engineer Register, which strengthens my ability to integrate global best practices with local infrastructure delivery challenges while ensuring that project outcomes are sustainable, resilient, and impactful.
